育才聚才用才，提升创新能效，把论文写在大地上。记者近日从湖南省农业科技工作座谈会上获悉，湖南将重点建强农业战略科学家、农业科技领军人才和创新队伍、农业青年科技人才后备军三类农业科技人才队伍，为农业农村现代化增添新动力。
培养和引进农业战略科学家。面向两院院士、国家重要人才计划入选者、现代农业产业技术体系首席专家、农业关键核心技术攻关和农业生物育种重大项目牵头人等群体，发现、培养和引进一批具有战略科学家潜质的复合型顶尖专家人才，形成农业战略科学家成长梯队。
打造农业科技领军人才和创新团队。依托“芙蓉计划”“湘智兴湘”“湘智人才”等培养计划，遴选打造一批解决重大农业科技问题、主持重大科技项目、负责重要科研平台的农业科技领军人才，重点培养100个左右的骨干创新团队。
培育农业青年科技人才后备军。在农业科技项目、科技创新平台、现代农业产业技术体系、技术试验示范等工作中，支持青年人才挑大梁、当主角。在重大科技项目中探索设立青年专项，稳定支持300名40岁以下的青年科技人才。
会议提出，人才是创新的根基，要推动建立农业科研院所放活科技人才管理激励机制，完善创新评价办法，引导广大农业科技人才，聚焦产业需求搞研发，带着成果走进田间一线，服务农业生产主战场。
