为贯彻落实农业农村部关于稳妥开展解决承包地细碎化试点工作部署和今年省委一号文件精神，江苏省将“小田变大田”试点范围扩大到苏中苏北8个设区市。3月11日、12日，江苏省农业农村厅在盐城市亭湖区举办“小田变大田”试点工作培训班，对试点工作进行专题部署。
2019年8月以来，亭湖区以入选第三轮省农村改革试验区为契机，聚焦解决农村承包土地细碎化问题，以保持土地承包关系稳定并长久不变为前提，大力开展“小田变大田”改革。2022年，全区基本完成改革，6.6万余农户的36.22万亩承包地，由19.75万块合并成4.08万块，新增高产田4.2万亩以上，新增家庭农场等新型农业经营主体121家，土地流转率由60%提升到78.6%，土地利用效率进一步提升，农业适度规模经营加快发展。该区改革试验做法被2023年中央一号文件吸收，其中“承包权不动、经营权连片”等系列改革措施被农业农村部在全国推广。
此次江苏省组织8市20个左右的村居开展试点，继续探索模式、创造经验，试点将于2024年底完成。按照部署，试点工作严格政策要求，保持土地承包关系稳定并长久不变，以更好保障和实现农户承包权益为出发点和落脚点，科学谋划落实试点工作的施工图和时间表。加强政策宣传和引导，充分吸收农民的意见建议，广泛发动农民群众共同参与实施方案的制定；充分尊重农民意愿，切实维护农民利益，让农民共享改革红利，推动形成试点工作的合力；充分考虑农时特点，科学设计试点程序，合理安排试点工作节奏，做到早谋划、早启动，保障收种环节有序衔接。
