“老欧，受洪水影响的稻田补种晚稻，还需要哪些支持……”日前，辰溪县潭湾镇种粮大户欧雄的稻田边，县农业农村局局长方小华在指导补种晚稻。该县20多支农技队伍奔走于遭受洪灾的乡镇，指导群众做好补种改种工作。
辰溪县大力推进粮油作物大面积单产提升行动，确立稳住主粮、拓展旱粮、兼顾杂粮的种粮思路，因地制宜、多措并举筑牢粮食根基。截至6月底，该县48.6万亩粮食生产目标任务全面完成。受前段时间洪水影响，2万余亩受灾耕地的补种改种工作紧张进行。
稳住主粮，辰溪在灌溉条件好的区域，创办5个千亩、23个百亩粮食生产综合示范片，大力支持种粮大户扩大种植面积，示范开展油菜+水稻轮作，推广“稻+鱼”“稻+鸭”生态种养模式，水稻主粮种植面积突破32万亩。拓展旱粮，兼顾杂粮，紧扣大豆、玉米、花生、红薯等，在灌溉条件一般的坡地，因地制宜进行套种。该县农业农村局粮油站负责人朱小怀介绍，全县落实旱粮种植面积16.32万亩，其中玉米9.5万亩、大豆2.6万亩、红薯2.1万亩、其他作物2.12万亩。
为扎实做好粮食生产“稳面积、稳产量”文章，辰溪加强高标准农田建设，加大种粮扶持力度，设立粮食生产专项资金，用于农机设备奖补，该县100亩以上种粮大户均配备耕种、收割、烘干和运输成套农机设备。对推广油菜、水稻轮作的农户，免费发放种子和配套肥料。
加强农田水利、道路、电力等基础设施建设，改善农田耕种条件，及时开展气象、病虫害预警，定期进行病虫害防治宣传。全力支持群众应种尽种、能种尽种、种满种足，确保全县粮食产量稳定在2.1亿公斤以上。（湖南日报全媒体记者 李夏涛 通讯员 杨晓）
