8月21日从湖北省农业农村厅获悉，为纾解农业经营主体融资困境，我省出台金融支持农业高质量发展行动方案，力争2025年底实现农业融资信用服务平台、政策性农业担保经办机构、县市金融联络员、乡镇金融特派员全覆盖。
近年来，我省涉农贷款规模稳步增长，涉农贷款余额从2021年的1.62万亿元增长到2023年的2.13万亿元，年均增速14.04%，高于同期非农贷款增速，有力保障强县工程深入实施，推动农业农村经济高质量发展。同时全省新型农业经营主体超过31万家，农业生产融资总量增加，要求更加多元，“融资难”矛盾日益突出。
该方案明确，我省通过开展“六个一”即建好一座涉农数据平台、健全一个银企对接机制、补齐一块乡村建设短板、完善一套农业担保体系、创新一批金融支农产品、培养一支金融人才队伍，推动更多金融资源精准高效投向农业经营主体。其中省级农业融资信用服务平台即将上线，归集与农业经营主体相关的工商、水电、不动产等基础数据，实现与鄂融通、数字农经、楚农通等平台互联互通，通过建立联合建模实验室等方式，形成农业经营主体更精准的信息画像，生成信用评价结果推送至银行或担保机构，缓解金融机构与农业经营主体之间的信息不对称问题，提高农业经营主体融资便利性。
我省政银合作领域由传统农业生产向农业农村基础设施建设拓展，加快补齐设施农业、高标准农田、农产品仓储冷链物流等短板；围绕农时农事，引导金融机构开发设计操作性强的支农信贷产品，如各类应收款、仓单质押、动物活体融资等金融产品，加大农业保险力度，推动政策性农险与商业性农险产品组合应用。
