19日，记者从黑龙江省农业农村厅了解到：目前全省玉米进入乳熟灌浆期，大豆多处于鼓粒期，水稻普遍处于灌浆期至乳熟期，大部分地区长势良好。
省农业农村厅种植业处负责人介绍，在防涝减灾方面，加强与气象、水利、应急等部门沟通协作，密切关注雨情、水情，及时作出预警提示，累计发布《保障粮食安全气象服务专报》20期。组织各地系统开展隐患排查，及早清理疏通农田排水渠道，做好柴油、水泵等防灾救灾物资储备。
在分类加强田间管理方面，坚持每周监测作物长势，根据苗情长势分类提出技术建议。对正常生产地块坚持攻单产、创高产，对生育进程放缓地块坚持促早熟、保稳产，对受灾地块坚持抗灾害，少减产，对绝产地块及时进行毁补种，全力降低损失。
省农业农村厅充分发挥1万个病虫疫情监测点村级植保员和“掌上植保”APP作用，全面掌握田间病虫情况，准确发布预报预警，因地制宜，对达到防治指标的田块，及时组织统防统治、群防群控，做到准确监测、适时防控、应防尽防，全省病虫害发生总体较轻。
此外，省农业农村厅先后印发《当前低温多雨水稻田间管理技术指导意见》《当前低温多雨旱田田间管理技术指导意见》《科学应对汛期自然灾害奋力夺取粮食和农业丰收预案》《当前农作物抗渍涝促生长技术方案》《关于做好汛期农业灾害防范确保农业丰产丰收的通知》等文件，指导各地抓好工作落实。统筹省级科研单位、农技推广、植保专家力量，与市县农技专家和技术人员配合，逐级下沉指导各市（地）加强田间管理和灾后恢复生产。截至8月15日，全省各级共派出农业专家和技术人员9300余人次。
