近日，湖北省委社会工作部、省农业农村厅印发方案，从本月起至明年底，在全省农村发动广大群众组织开展“清洁家园”行动，群策群力解决部分村庄“脏乱差”问题，全面提升农村人居环境质量。
本次“清洁家园”行动将充分运用共同缔造理念和方法，激发农民群众开展环境整治“主人翁”意识，全面清理和整治“三堆两垛”“三乱”现象，即沙土堆、粪便堆、杂物堆、柴草垛、砖石垛和乱搭乱建、乱堆乱放、乱拉乱接，支持农户利用废弃砖石建设小菜园、小果园、小花园。
今年年内，全省农村开展集中攻坚行动，组织农民把村庄公共空间、房前屋后、河湖两岸、道路两侧等整治干净，使村庄环境面貌整体提升。明年将持续推进，巩固村庄环境整治成果，完善“门前三包”、积分兑换、红黑榜等制度，推动农民群众逐步形成绿色低碳生活方式，从源头上减少影响村庄环境的现象和不文明行为。
根据方案，新增的8000余个共同缔造试点要带头开展“清洁家园”行动。共同缔造的理念和方法将贯穿于“清洁家园”行动全过程，让农民群众成为村庄环境建设的主体力量，避免出现“干部干、群众看”等现象。届时，省级统筹专项资金将对行动积极、群众参与广的村庄进行奖补。
近年来，湖北省学习“千万工程”经验，常态化开展村庄清洁行动，探索建立长效机制，15个县市区被评为全国村庄清洁行动先进县。枝江市出台全省第一个县级美丽乡村共同缔造实施指引，将农村保洁从房前向屋后转变，乡村建设从公共区域向村民庭院延伸，引导村民建成“房前花果香、屋后树隐房”的美丽庭院2.1万个。谷城县开展农村环境整治“百日会战”，实施清河、清渠、清沟、清路、清院行动，建立“公益积分机制”，激励村民、社会组织积极参与人居环境维护管理。
