农业现代化，种子是基础。为加快推进种业振兴行动创新成果落地见效，服务生产选好种、用好种需求，湖北省农业农村厅印发《“看禾选种”擂台赛工作方案》（以下简称《方案》），将通过开展形式多样的“看禾选种”擂台赛活动，每年集中遴选推介一批具有重大推广潜力的高产、优质、绿色、高效“冠军”品种，带动大面积单产和品质提升。
《方案》明确，围绕全省农业生产布局，强化新优品种展示、评价、推介基地或平台建设，搭建优势品种竞技“擂台”。省级“擂台”以认定的部省级新品种展示评价基地为核心，以水稻、玉米、小麦、油菜等粮油作物为主，每个作物在主产区科学布局省级优势品种集中展示示范点3—5个。打造武汉种博会等展会平台，构建蔬菜、瓜果、畜禽等农业优势品种竞技“擂台”。各市县立足当地主导产业和优势产业发展实际需要，统筹资源开展新品种引进筛选、展示评价、示范推广基地创建工作，每个市县至少建设新品种展示示范基地1个，因地制宜开展1个以上作物的“看禾选种、看禾推种”工作。
《方案》要求，以品种集中田间竞技“擂台”为核心，建立“冠军”品种遴选机制。在相应作物生长的关键时期，通过组织开展品种现场考察评议和统一测产等活动，开展田间“冠军”品种遴选；借助各类现场观摩会、种业博览会、品种品鉴会等平台，分类分层遴选优势品种。年度“看禾选种”工作结束后，每个作物遴选发布一批综合表现突出，品种产量高、品质优、抗性好，市场认可度高的“冠军”品种。
每年遴选出的“冠军”品种，我省将从支持农业发展资金中统筹资金设立“看禾选种”优势品种奖励专项，给予一次性奖励，奖励资金主要用于支持品种生产经营企业进一步加大品种研发转化和示范推广应用力度。同时，统筹中央重大品种研发推广一体化试点项目等政策资金，对遴选的各类优势品种推广应用给予补助支持。
