今年以来，湖南省湘潭市雨湖区以加强惠农补贴资金监管为重要抓手，持续夯实“三湘护农”专项行动质效，不断提升人民群众获得感、安全感。
加固制度笼子强化管理。制定下发《关于<雨湖区财政资金监督管理办法>的补充规定》，加强资金申报、分配、审核、建设、验收、拨付等环节的全流程监管，使财政资金充分发挥效益。持续推进阳光审批系统建设，今年以来，涉及全区6826.53万元的惠民惠农补贴资金通过“一卡通”系统及时、足额、安全发放到位。
坚持问题导向强化整改。针对各项重点工作开展“回头看”，整改问题4个，补发稻谷目标价格补贴共计1.04万元。以资金量较大的农机购置补贴为切入点，重点检查农机购置补贴资金管理、使用、监督，同时对其他惠农补贴资金及“一卡通”使用情况进行2轮次抽查，发现问题2个，均已完成整改。
聚焦廉政风险强化防控。加强各部门协同联动，对全区行政村的债务风险等级进行精准评估、精准施策，指导债务高风险村制定化解方案，做到“一村一策”，牢牢守住不违规新增债务、不流失集体“三资”底线。针对涉农领域工程建设项目，财政部门、审计部门协同开展涉农重点项目资金使用情况专项检查，正在对6个财评送审金额400万元以上建设项目进行现场踏勘，进一步检查项目管理的合法性、合规性。
下一步，雨湖区将继续深化“三湘护农”专项行动，持续整治惠农补贴资金突出问题，有效加强涉农专项资金监管，推动乡村振兴落实落地。
