近日，黑龙江省哈尔滨市政府出台《哈尔滨市关于规范高标准农田建设项目管理的指导意见》（以下简称《指导意见》），全面规范、加强项目谋划、建设、运行、管理，确保项目资金安全运行，高质高效完成高标准农田建设。
据了解，2011年哈市启动建设高标准农田。截至2023年年底，已累计建成1162万亩高标准农田，占全市永久基本农田的41.7%。2024年初，全市新立项国债高标准农田建设任务108.28万亩，总投资28.4亿元。目前，这批项目正在建设中。
随着国家对高标准农田建设投入不断增大，按照黑龙江省工作部署，哈市制定的《指导意见》要求，各区县（市）结合当地实际，科学做好项目谋划储备，高质量生成项目和按程序申报项目，压实县级项目实施主体责任，切实加强工程和监理招投标监管、强化工程质量全程控制、确保资金专款专用，提供前期设计、工作管理、后期管护等资金保障，科学安排好工期。
《指导意见》提出，在超前谋划项目储备方面，拟申报项目应优先选择在永久基本农田和大中型灌区有效灌溉面积范围内，做到地块坐标、建设优先序等方面清晰，至少提前一年生成高质量储备项目。在科学规划设计方面，高标准农田建设项目要突出土地平整、灌溉设施等建设，优化评审流程、提高评审效率，防止盲目压低工程成本。在严格质量管理方面，高标准农田建设项目所在的乡（镇）、村要组建农民监督员队伍，发现问题及时上报，在施工、检查、验收时要听取农民监督员意见。在项目竣工验收方面，进一步压实县级监管责任，验收结果需经县级党政主要领导签字。加强高标准农田项目建后管护，县级政府应筹集落实管护经费。组建管理队伍，有高标准农田建设任务的区县（市）要保障项目管理经费、配齐配强技术力量，县级农业农村部门和项目单位应设农田建设管理岗位，加强业务培训等。
按照《指导意见》，哈市市直相关部门将从资金保障、要素审批、招投标程序、一体化建设、资金审计、固投入统等方面全方位加强对高标准农田建设的服务、监管和保障支撑，形成推进高标准农田项目建设的工作合力。
