近期，湖北省油菜开始大面积收获，小麦也自南向北陆续开始收割，当地夏粮夏油随之开秤收购。记者近日从湖北省粮食局获悉，今年湖北省夏粮夏油延续了丰产势头，收购各项准备充分，确保“有人收粮、有钱收粮、有仓收粮、有车运粮”。
夏粮收购，资金和仓容问题是关键。近年来，湖北大力推进仓储设施建设，持续强化仓储管理规范化，推广应用绿色储粮技术，粮食保质保鲜储存能力明显提升。为了让夏粮不仅收得好还储得好，湖北省粮食局负责人介绍，湖北已提早做好仓房维修、空仓清扫、检化验设备维修调试和相关人员培训等工作，共准备夏季粮油收购仓容118亿斤，能够充分满足收购需要。
湖北省是全国最南端的小麦产区，油菜籽产量全国居前，夏季粮油品种全、上市早，市场培育有力、主体理性活跃、行情反应灵敏，在全国具有风向标作用。湖北省粮食局及时开展调研分析，积极引导市场化收购，并发挥市场化收购贷款信用保证基金融资增信作用，为市场化收购提供金融支持，多元市场主体入市收购积极性高。同时，湖北也积极落实政策性收购常备机制，做好托市收购准备。夏粮收购期间，收储企业将加强值班，确保农户能随到随卖，方便农户售粮。
据悉，湖北将统筹市场化和政策性收购，优化收购服务，强化监督检查，切实保护种粮农民利益，确保农民粮食愿售尽售。同时，发挥湖北粮食购销监管信息化系统作用，将地方储备收购销售全面纳入信息化监管范围，强化政策性粮食购销监管的科技支撑。
